Subj!
We drops a WU's results to the server, but Error rate is increase and Results in progress decreased.
What wrong?

That's because it's taken directly from 'result' table. Some of the last batches of workunits were broken (download errors), db_purge drops all results older than 7 days from the database to archive file. When the 'good' batches are dropped, naturally the percentage number of the 'bad' ones will go higher, until it hits it's maximum.

It's done automatically by the BOINC server. Also the higher layer (M4 <-> BOINC wrapper) has the ability to reinsert workunits back into the BOINC server queue - it's a protection against workunits with permanent errors, like download problems.
